What exactly is Open Source Ware?

"The term "open source" means differnet things to different people. Some open-source projects allow anyone to alter and redistribute their programs, while others share their code but ask people not to change or redistribute it. Leaders of each project decide what is allowed, usually setting up a license whose terms users must follow if they want to use the software. But there are almost as many types of licenses as there are open-source projects, which can cause confustion about what is allowed with each software package."
